Operating Jurisdictions & Eligibility
38 U.S. states plus Washington, D.C. analyzed as legally permissible under outside counsel's legal memorandum.
Arizona is intentionally excluded from this operating plan, along with 11 memo-excluded states: CO, IA, LA, MD, MI, MT, NV, NH, NJ, SC, WA.
The platform is generally restricted to participants aged 18 and older. Location services must be enabled for every game.
Florida Compliance & Per-Game Geofencing
The legal memorandum specifically states that, to ensure compliance in Florida, prizes available in Florida are made up exclusively of the entry fees of the players participating in the skill games. Furthermore, the Officer's Certificate requires location services to be enabled for every game so Kutt can apply state-specific criteria.
Six Core Operating Guardrails
Kutt does not participate in contests or profit from who wins.
The Officer's Certificate states Kutt does not pay contest prizes from Developer funds.
Kutt does not set or adjust odds, lines, or spreads. Players negotiate individualized terms.
Revenue is from flat administrative fees and/or subscriptions for analytics and gameplay tools—not variable house revenue tied to outcomes.
The platform does not pool wagers or act as a traditional book.
Direct P2P skill competition, not fantasy-team drafting or salary-cap fantasy play.

Detailed Promotion Rules & Conditions
New customers only. Must be 18+ and physically located in an approved Kutt U.S. operating jurisdiction (39 jurisdictions: 38 states + D.C.). Excluded in AZ, CO, IA, LA, MD, MI, MT, NV, NH, NJ, SC, WA.
Per-game geolocation: Location services must be enabled for every trade so Kutt can apply state-specific compliance rules.
First eligible cash trade must be at least $5 to qualify and activate the bonus journey.
Four $50 payments distributed sequentially on Day 0, Day 7, Day 14, and Day 21.
Later bonuses (Day 7, Day 14, Day 21) must be manually claimed within the Kutt application.
Claim opportunities expire after 7 days from becoming available.
Predictions Dollars cannot be withdrawn directly. Bonus funds must be used on a trade.
Winnings from eligible bonus trades go directly to your withdrawable cash balance.
No Developer-funded prizes: In compliance with outside counsel legal memorandum, contests are funded by participating players' entry fees (Florida compliant).
Strict limit of one welcome promotion per customer, household, or device.
Fraud, multiple accounts, location circumvention (VPNs/proxies), or other abuse will result in bonus forfeiture and account closure.
General Platform House Rules
Foundational rules governing peer-to-peer skill contest agreements and outcome resolution on Kutt.
Automated Escrow Custody
Both participants' entry funds are securely locked in escrow upon contest acceptance. Neither participant may retract or modify terms once the official event has begun.
Official Score Verification
Contests are settled using certified official league data feeds. In the event of official cancellations or postponements, governing league rules apply and funds are refunded 100% without fees.
